One among the many issues that is burning Manipur due to the 4 month long crisis between the Kuki and the Meitei communities is resettling of the displaced people to their respective villages and town. Dialogue is also possible only if the resettlement of the displaced people to their respective houses begins which is only possible after strict security for safety of all the people. However, if one open the page of Manipur’s history, the ongoing crisis is likely to find to way for any solution because almost all tribes of Manipur follow the policy of forgive and forget for restoration of peace and harmony except for the Kuki Community.
During the early 90s Naga Kuki clash, the Naga Students’ Federation (NSF) signed an agreement with the then government of Manipur. The then government of Manipur assured the NSF delegations to restore normalcy within the month of November 1992 by resettling all displaced persons to their respective villages among others. A copy of the details of the agreement signed between the Government of Manipur and the NSF is with the Imphal Times.
Interestingly following the ‘Forgive and Forget’ policy there was no objection from any of the tribes belonging to Naga and also from the Meitei. However, due to reason best known to the authority almost all Naga tribes who were earlier settled at Moreh Town cannot go back to their houses in Moreh. In short the Nagas were totally driven out from Moreh town.
A senior Naga leader while talking to Imphal Times said that the Meitei people will never be able to resettle at their respective houses at either Moreh or Churachandpur. He said as most Kuki who are inciting this violence are from foreign land, they have an agenda. Being non-indigenous people they dream of a separate country exclusively for the Kuki people.
Another interesting point in that agreement between the NSF and GOM is that the then Government of Manipur had admitted that the so-called Kuki National Army (KNA) is a foreign based extremist outfit carrying on nefarious activities committing heinous crime and disturbing peace and tranquility of the State of Manipur.
So more interesting matter is that the KNA which the government of Manipur had admitted as a foreign extremists was again legitimized by the government of Manipur and India in 2008 by signing the Suspension of Operation.
