ATDUM urges authorities to issue unique disability IDs without re-assessment

The All Tribal Disables’ Union Manipur (ATDUM) has submitted a representation to the Director/Chairman of the State Medical Board, Manipur, and the Deputy Director (Disability) of the Social Welfare Department, Manipur calling for the issuance of Unique Disability IDs (UDID) and certificates without re-assessment. It demands that the certificates should be given to holders of previous disability certificates issued by the State Medical Board, Manipur, retaining their existing percentage of disability, without re-assessment.
ATDUM’s appeal highlights concerns with the current online process for issuing UDIDs and disability certificates, which mandates re-assessment of certificate holders whose documents were issued prior to the introduction of the online system.
The State Medical Board, Manipur, has been legally constituted by the Government of Manipur for the past ten years. It includes members from the Social Welfare Department and specialized government doctors who act as the issuing authority. ATDUM argues that certificates issued by this legally constituted body should be considered valid without the need for re-assessment.
“It is perplexing and legally questionable that one issuing authority does not trust another authenticated and certified authority’s document,” stated an ATDUM representative. “This repeated assessment process causes undue hardship to persons with disabilities.”
ATDUM finds the ongoing procedures for issuing UDIDs and disability certificates unacceptable and requests that the re-assessment process be stopped. The union urges that UDIDs and disability certificates be issued to holders of previously issued certificates by the competent authority, maintaining their existing percentage of disability.
