2-day public curfew begins, many block roads, many other denounced

Govt. serious, announces ‘DIES-NON’ to absent employees

Two-day statewide public curfew called by an organization called TAKDAL (Thoubal and Kakching District Apunpa Lup) starting today has impacted normalcy in almost all the valley areas of Manipur, prompting the state government to treat all government employees absent on the two days as ‘DIES-NON’.
“All state government offices / Institutes including those provided with Grant-in-Aid by the state government shall remain open on 8th September 2023 and all employees shall report for duty on the said day”, an office memorandum by the Chief Secretary of Manipur, Dr. Vineet Joshi stated. The order also said that no casual leave or any other leave shall be granted to any employee today.
Interestingly, most of the government offices witness fewer employees today as some were forced to return back by the curfew supporters at various places. Banks – both state and nationalize, down their shutters today, and almost all shops and business establishments remain closed in Imphal West, Imphal East, Thoubal, and Kakching districts. The streets in Imphal look deserted with only a few vehicles belonging to security forces and emergency services were seen. At places like Kakwa, Norem Leikai, Khongjom, Thoubal etc., hundreds of curfew supporters were seen on the road blocking vehicles. Schools and colleges remain closed with almost all teachers not attending leaving aside the students.
At Kyamgei area along the NH -102, a large number of people burnt the effigy of the Prime Minister, Home Minister, Chief Minister, and State BJP President denouncing the failure to contain the violence that has been going on in the state since May 3.
The 2-day public curfew called by TAKDAL however, fails to get support from many clubs and organizations along the Tiddim road. An organization called United Protection Committee – a joint body of 112 Clubs and Meira Paibi Lup from Konthoujam, Nambol, Oinam, Naoriya Pakhang Lakpa, and Wangoi Assembly constituency said that they will not support the 2-day general strike.
In the office memorandum issued by the Chief Secretary of Manipur it is also notified that in accordance with the Government of India’s decision under Rule 11 of CCS (CCA) Rules, 1964 as adopted by the State Government, the absence of employees on the said day will be treated as DIES-NON’ and no salary will be admissible unless such absence is covered under Hospitalization of the employees; Bereavement in the family, Severe illness and absence continuing prior to 6th September 2023, Employees who had been on Child Care Leave, Maternity Leave, Medical Leave and Earned Leave sanctioned prior to 6th September 2023.
All Heads of Offices/ Controlling Authorities concerned are ordered to issue Show-Cause notice to the employee(s) concerned, who remain absent on 8th September, 2023.
