AMSU enquiry report on the lapses of awarding CM’s Medal to police personnel

All Manipur Student’s Union (AMSU) has written a letter to the Director General of Police , Manipur to make the enquiry report for lapses in the awarding of Chief Minister’s Medal to police personnel to public domain.
In the letter it is stated that a three member committee headed by an IGP has been constituted on August 16, 2020 to inquire into the lapses in connection with the proposal for award for Chief Minister’s Medal submitted by SP Imphal East District in respect of sub-inspector Mr. Bheishamayum Debson Singh, Imphal East, who has been awarded Chief Minister’s Police Medal for Gallantry on the occasion of Independence Day of 15 August 2020.
The order categorically mentioned that “the committee shall submit its report to the undersigned within one week without fail”.
All Manipur Students’ Union (AMSU) also made a representation to the Governor of Manipur urging her intervention to ensure that a High Level Inquiry Committee headed by a person no less than a retired Judge of the High Court be constituted and mandated to inquire into the following three critical issues.
The letter question on how a terminated/suspended police personnel, who have past criminal antecedents, were reinstated into their services and subsequently rise up in their services to get gallantry award.
“As almost three weeks have lapsed since your order, your good office must have received the inquiry’ report. AMSU also hopes that the above stated three issues are duly covered in the said report”, the letter mentioned.
It added that the general public is eagerly waiting to see its findings.
AMSU urged the DGP to release the report immediately saying that if the report is not kept in public domain AMSU would be constrained to lack other legitimate action in public interest, including submission of memorandum to the Prime Minister and Union Home Minister in the next one week.
